What is PSS? How does the star rating work?

From October 2024, Transport for London (TfL) introduced the Progressive Safe System (PSS) as part of the updated Direct Vision Standard (DVS) requirements.

Any HGV over 12 tonnes operating in Greater London with a 0, 1 or 2 star DVS rating must now have a compliant Progressive Safe System installed in order to obtain or renew a TfL HGV Safety Permit.Vehicle Systems Ltd supplies and installs TfL-compliant Progressive Safe Systems to help operators meet the latest DVS requirements.

What is the Progressive Safe System (PSS)?
The Progressive Safe System (PSS) is an enhanced safety specification designed to reduce blind-spot collisions and improve the protection of vulnerable road users, including cyclists and pedestrians. PSS replaces the previous DVS “Safe System” requirements and introduces additional technology and performance standards for vehicles with lower direct vision ratings.

Which Vehicles Need PSS?

You will require a Progressive Safe System if your vehicle:
- Is over 12 tonnes GVW
- Has a DVS star rating of 0, 1 or 2
- Operates within Greater London
- Requires a TfL HGV Safety Permit

- Vehicles with a 3–5 star rating do not currently require PSS, but still require a valid permit.

Progressive Safe System – Required Safety Measures
A compliant Progressive Safe System may include the following (vehicle dependent):

- Nearside Camera Monitoring System (CMS)
to eliminate nearside blind spots
- Class V & Class VI mirrors
, or approved camera alternatives
- Blind Spot Information System (BSIS)
to detect vulnerable road users on the nearside
- Moving Off Information System (MOIS)
to warn drivers of pedestrians or cyclists in the front blind spot
- Audible warning systems
during turning manoeuvres
- External vehicle warning signage
- Side under-run protection
, where practicable

Where legacy Safe System sensors are fitted, these may need to be removed or deactivated to avoid driver distraction and to meet PSS requirements.

• Audible warnings activated during turning manoeuvres to alert nearby vulnerable road users, including left-turn warnings where required.

Class V & Class VI mirrors (or approved camera alternatives)
• Mirrors or camera-based alternatives fitted to the front and nearside of the vehicle to meet visibility requirements.

External warning signage
• TfL-approved external pictorial signage fitted to warn vulnerable road users of blind-spot dangers around the vehicle.

Side under-run protection (where practicable)
• Side under-run protection fitted in accordance with vehicle design and TfL guidance.
